RickyRay already pointed out that you can only use two hoopnets off a pier.The law says you can only use two fishing appliances off a pier, 2 hoops or 1 rod and reel and 1 hoop, or two rods. You cannot use two hoopnets and fish at the same time. And yes, you must have a lobster report card no matter where you are. Even if it is a place that does not require you to have license.
