If you want to make your own tubes, from what I know about it, there may be issues with cutting the tentacles or legs after they come out of the mold.
There are guys that pour bass tube jigs that seem to have this problem.
I believe they use custom aluminum molds ($$$) to make those
I'm not sure if they even bother with trout tubes considering the wide availability and low cost of buying them in bulk.
If you are talking about the leadhead then yes, there are production molds available to pour your own.

It seems like it would be dead simple to make a dipping rod fixture like this one. Depending on the rod size, you could make any size tube you wanted.
